CHAIR STEDMAN  announced the  consideration of  SB 151.  He noted                                                               
the bill was previously heard on February 1, 2016.

STACIE KRALY,  Chief Assistant  Attorney General,  Human Services                                                               
Section, Department of  Law, reviewed SB 151.  She explained that                                                               
the bill  cleans up  and fixes  gaps, overlaps,  and redundancies                                                               
that  currently  exist  in   Alaska  statute  governing  criminal                                                               
background checks  and centralized  registry provisions  found in                                                               
AS  47.05.310  through AS  47.05.390.  The  bill also  removes  a                                                               
number   of   redundancies   under  criminal   background   check                                                               
provisions and clarifies and provides  a better structure for the                                                               
central  registry  provisions related  to  civil  findings of  an                                                               
individual.                                                                                                                     
                                                                                                                                
She said  the third part  of the bill contains  technical changes                                                               
to provisions found  under AS 47.32, which  relate to centralized                                                               
licensing  statutes  for  the Department  of  Health  and  Social                                                               
Services (DHSS).  Those changes allow for  collaboration with Law                                                               
Enforcement when  there is  a joint  investigation of  a licensed                                                               
facility. The  changes enable information  to be shared  with Law                                                               
Enforcement  and they  provide a  better pathway  for sharing  of                                                               
information within the department.

SENATOR  STOLTZE noted  concerns expressed  by the  Department of                                                               
Law regarding HB 11 with changes  to public access to records. He                                                               
said there  is uncertainty of the  impact SB 11 might  have on SB
151. He suggested  those concerns can be discussed  in the Senate                                                               
Judiciary Committee, the next committee of referral.                                                                            
                                                                                                                                
CHAIR STEDMAN said there have been no concerns raised by the                                                                    
public on SB 151.

SENATOR GIESSEL moved to report SB 151, labeled 29-GS2013\A,                                                                    
from committee with individual recommendations and attached zero
